US tip-over rules for dressers and chests made in India
A dresser, chest or wardrobe sold in the US must pass the stability tests in ASTM F2057-23 if it is at least 27 inches tall, 30 lb and 3.2 cubic feet of enclosed storage. The rule is 16 CFR part 1261, made under the STURDY Act, and it applies to units manufactured after 1 September 2023, including those made in India.
Is your unit covered?
A free-standing clothing storage unit, typical of bedroom furniture, is covered when it meets all three thresholds.
| Threshold | Covered at or above |
|---|---|
| Height | 27 in (686 mm) |
| Mass | 30 lb (13.6 kg) |
| Enclosed storage volume | 3.2 ft³ (90.6 dm³) |
Not covered: bookcases and shelving, entertainment furniture, office furniture, dining furniture, jewelry armoires, underbed drawers, accent furniture not meant for the bedroom, laundry units and built-in units.
The three stability tests in ASTM F2057-23
All three are run with every door and drawer open. The unit must not tip in any of them.
| Test | What it does |
|---|---|
| Simulated clothing load | All doors and drawers open, drawers loaded at 8.5 lb per cubic foot. The unit must stay up for 30 seconds. |
| Horizontal pull | A 10 lb horizontal force at a hand-hold no higher than 56 inches, held for at least 10 seconds. |
| Carpet and child weight | Unit tilted forward on a 0.43-inch block, all drawers open, and a 60 lb weight on the edge of an open drawer. |
What the importer needs
- A certificate of conformity citing 16 CFR part 1261, based on testing.
- For units designed for children, testing by a CPSC-accepted third-party laboratory.
- A tip-over restraint supplied with the unit, to ASTM F3096.
- The prescribed warning label, placed where the standard requires. No hang tag is required.
The test belongs to the design. Change the drawer depth, runners, timber or back panel after testing and the report may no longer describe what ships.
What an inspection in India can and cannot do
We do
- Verify that tip-over test reports exist for clothing storage units and match the unit as built.
- Check warning labels against your label list (C-10) and count the restraint in the hardware kit (C-07).
- Record a unit that tips forward with its drawers open as a critical defect, which fails the lot. One of our sample reports shows exactly that.
We do not
- Perform or certify ASTM F2057 testing. That is an accredited laboratory's work.
- Issue your certificate of conformity.

Tip-over rule questions
Does the STURDY Act apply to dressers imported from India?
Yes, if the unit is a free-standing clothing storage unit for the US market that is at least 27 inches tall, weighs at least 30 lb and has at least 3.2 cubic feet of enclosed storage. The rule, 16 CFR part 1261, applies to units manufactured after 1 September 2023, wherever they are made.
Which furniture is covered, and which is not?
Covered: free-standing bedroom furniture meant for storing clothes, such as chests of drawers, dressers and armoires, above the size thresholds. Excluded: bookcases and other shelving, entertainment furniture, office furniture, dining furniture, jewelry armoires, underbed drawers, accent furniture not meant for the bedroom, laundry units and built-in units.
What tests does ASTM F2057-23 require?
Three stability tests with the doors and drawers open: a simulated clothing load, a 10 lb horizontal pull at a hand-hold up to 56 inches high, and a 60 lb weight on an open drawer with the unit tilted forward to simulate carpet. The unit must not tip over in any of them.
What paperwork does a US importer need?
A certificate of conformity citing 16 CFR part 1261, based on testing. Units designed for children need testing by a CPSC-accepted third-party laboratory. The unit also needs the prescribed warning label and a tip-over restraint.
Can an inspector in India test a dresser to ASTM F2057?
Not as certification: that is a laboratory's work. An inspector can check that a test report exists and matches the unit as built, that the warning label and tip-over restraint are present, and record a unit that tips during the inspection as a critical defect.
Is a nightstand covered by the tip-over rule?
Only if it meets all three thresholds: at least 27 inches tall, 30 lb and 3.2 cubic feet of enclosed storage. A unit under 27 inches tall is outside the scope.
