EN 1728, EN 12520 and the EU furniture strength standards

EU and UK buyers judge furniture strength, durability and stability against EN standards. Each product type has a requirements standard, such as EN 12520 for domestic seating, which says what the furniture must pass, and a test-method standard, such as EN 1728, which says how the tests are done. They are voluntary, but they are what retailers write into contracts.

What gets tested

What strength and durability tests look for

  • Static strength: loads on seats, backs, arms, table tops and shelves, to see whether a joint or part breaks.
  • Durability: many repeated load cycles, to find joints that loosen over years of use.
  • Stability: whether a chair tips backwards, a table tips when leaned on, or a storage unit tips with drawers or doors open.
  • Safety: finger traps, sharp edges and the security of glass.

EN 12520 bases its requirements on adult users weighing up to 110 kg, and leaves out upholstery durability, castors, reclining and height mechanisms, electrical safety and flammability. In the UK, upholstered furniture also has to meet the fire safety regulations; in the US, clothing storage units have the tip-over rule.

Where we fit

What an inspection in India can and cannot do

We do

  • Run field checks referencing EN 1728 at pre-shipment: racking, load and wobble (C-04).
  • Check that the furniture shipped matches the sample in the test report: joinery, sizes, materials and hardware.
  • Catch the faults the lab tests would fail: loose joints, missing corner blocks, units that tip. See the joint failure and tip-over defects.

We do not

  • Run the full laboratory test sequence or certify furniture to an EN standard.
  • Issue declarations of conformity. An accredited laboratory tests; the importer declares.

EU market guides: Germany, Netherlands, France, UK. Other EU rules: leather chemicals, formaldehyde (REACH) and EUDR. Every product guide is listed at furniture inspection by product.

EN furniture standards questions

What is the difference between EN 1728 and EN 12520?

EN 12520 sets the requirements for domestic seating: which tests a chair must pass and at what level. EN 1728 describes how those strength and durability tests are carried out. A test report usually names both.

Are EN furniture standards a legal requirement in the EU?

Furniture placed on the EU market must be safe under the General Product Safety Regulation, which has applied since 13 December 2024. The EN furniture standards themselves are voluntary, but many EU retailers and brands write them into their supply contracts, and they are the usual way to show a product is fit for use.

What does EN 12520 cover?

Minimum safety, strength and durability requirements for all kinds of domestic seating for adults, based on users weighing up to 110 kg. It does not cover upholstery durability, castors, reclining or height mechanisms, electrical safety or flammability, which have their own rules.

Can a pre-shipment inspection in India certify furniture to EN 12520?

No. Certification to an EN standard needs a full test sequence in a laboratory. A pre-shipment inspection runs field checks referencing EN 1728, such as racking, load and wobble, and confirms that the furniture shipped matches the sample that was tested.

Which edition of the standard should I put in my purchase order?

The current one, named with its year. Standards are revised: EN 12520 was revised in 2024, for example. Quoting the edition stops a factory using an old test report for a new product.

Do UK buyers use the same standards?

Yes. The UK adopts them as BS EN standards, with the same numbers. UK upholstered furniture also has to meet the separate fire safety regulations.
